the shooting happened in east oakland. and while police say that particular area is usually quiet in terms of calls, the city also says last year 60% of homicides were on the east side. that is why they launched operation cease fire there last year. a program they are launching ones again this year. if the name sounds familiar, it may be because it's a program that has been successful in other cities like boston and chicago and because it's been tried more than once here in oakland. the program was brought to the city in 2009, expanded and reintroduced in 2012 and now it's back again. the goal is pretty simple. start a dialogue with gang members and repeat offenders and give them two choices. change your life and do it with help, or continue with illegal activity and feel the full force of the law. of course the big question is will it work this time around? the big difference between now and when it's been launched before is that last month a full time manager was assigned to that program and the hope is that will make th
