gloria borger, jessica yellin, dana bash.dana, kerry, the next thing we know that's going to happen is kerry on thursday will be in geneva. i guess he leaves tomorrow night. what's going on on capitol hill? have all the votes just been tabled for now? >> yes. >> they're all done for now? >> not done. the president reportedly said inside a meeting with senate republicans on capitol hill, press the pause button. the senate majority leader canceled what was supposed to be a big classified briefing tomorrow to give an update on syria. he basically said what's the point? we need to wait. anything we're told now about the strategy diplomatic or otherwise could change on a moment's notice. so absolutely that was the message that the president gave today. he probably didn't have to say it really very explicitly because we knew that yesterday when reid canceled the vote, at least delayed it, he didn't do that on his own. that was in consultation with the white house. we need to be realistic here. it wasn't just because he saw diplomat

i'm gloria borger in for candy crowley. this morning there is growing urgency over president obama's surprise request for congressional approval of military action against syria. this morning secretary of state john kerry told me the u.s. now has evidence that syrian forces used sarin in the august 21 chemical attack that killed 1400 people. members of congress will get a classified briefing on that in a couple of hours. and also this morning u.n. officials promise that impartial and credible investigation, but did not say when the results would be announced. earlier today, i spoke with secretary of state john kerry. mr. secretary, thank you so much for being with us this morning. i have to say that it was a surprise yesterday when the president announced that he was going to seek congressional approval for military action in syria. you can tell us whether this administration is prepared to act even if congress votes no? >> we don't contemplate that the congress is going to strovote n gloria. i believe this case is powerful

. >> our chief political correspondent gloria borger joins us. this is one of biggest policy decisions of his presidency and he's gambling on congress. we've seen the split when it comes to budget, immigration reform, but we've seen two powerful republicans take the president's side. senator john mccain and john boehner. is this somehow going to be different? >> i think it's not going to be a partisan issue. this is more sort of a hawk versus dove issue. this is more of not only do you believe in the chain of custody but it's also about whether you believe that a surgical strike can achieve what the president says it's going to achieve which is to deter assad from using chemical weapons again in the future. the thing to me that's so interesting to watch about this is the personalities that are involved here. when you consider john mccain. john mccain who also wanted a really robust involvement in syria, wanted to arm the rebels a couple of years ago has believed the president has behaved badly. now finds himself in situation where he's defending
